A medida visa corrigir uma irregularidade jur\u00eddica que se arrasta desde 2017 e que j\u00e1 custou mais de <strong>R$ 15 milh\u00f5es aos cofres municipais<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u200bO cerne do problema: Regionaliza\u00e7\u00e3o e duplicidade<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bA quest\u00e3o central envolve a transi\u00e7\u00e3o do modelo municipal para o <strong>Samu Regional (ISAMU &#8211; Cons\u00f3rcio Intermunicipal de Urg\u00eancia e Emerg\u00eancia do Noroeste do Paran\u00e1)<\/strong>. Desde a consolida\u00e7\u00e3o da regionaliza\u00e7\u00e3o, em 2017, a manuten\u00e7\u00e3o de cargos criados exclusivamente para o servi\u00e7o municipal tornou-se juridicamente irregular, uma vez que a compet\u00eancia do servi\u00e7o foi transferida para o cons\u00f3rcio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bDecis\u00f5es judiciais recentes refor\u00e7aram que o Munic\u00edpio n\u00e3o pode manter em sua folha de pagamento servidores para uma estrutura que, legalmente, deixou de existir na esfera exclusivamente local.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u200bImpacto financeiro e transpar\u00eancia<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bDe acordo com os dados da Secretaria de Governo, a demora na corre\u00e7\u00e3o dessa estrutura gerou um impacto financeiro acumulado expressivo. O valor de R$ 15 milh\u00f5es refere-se a custos operacionais e de pessoal que deveriam ter sido absorvidos pelo modelo regionalizado h\u00e1 sete anos.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u200b&#8221;O que est\u00e1 em curso \u00e9 uma medida administrativa e legal necess\u00e1ria. \u00c9 uma corre\u00e7\u00e3o de rota para atender a apontamentos de \u00f3rg\u00e3os de controle e decis\u00f5es da Justi\u00e7a&#8221;, afirma a administra\u00e7\u00e3o municipal.<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">\u200bAtendimento \u00e0 popula\u00e7\u00e3o n\u00e3o ser\u00e1 afetado<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bUm dos pontos de maior preocupa\u00e7\u00e3o da comunidade \u00e9 a continuidade do socorro m\u00e9dico. Tanto a Prefeitura quanto a coordena\u00e7\u00e3o do <strong>Samu Regional<\/strong> garantem que:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u200b<strong>Continuidade total:<\/strong> As ambul\u00e2ncias (USB e USA) seguem operando normalmente.<\/li>\n\n\n\n<li>\u200b<strong>Gest\u00e3o de escala:<\/strong> O cons\u00f3rcio j\u00e1 est\u00e1 preparado para assumir integralmente as escalas de trabalho, garantindo que n\u00e3o haja &#8220;buracos&#8221; no atendimento.<\/li>\n\n\n\n<li>\u200b<strong>Combate a Fake News:<\/strong> A gest\u00e3o municipal alertou para a dissemina\u00e7\u00e3o de informa\u00e7\u00f5es falsas que sugerem a paralisa\u00e7\u00e3o do servi\u00e7o. A mudan\u00e7a \u00e9 estritamente <strong>administrativa e de v\u00ednculo empregat\u00edcio<\/strong>, e n\u00e3o operacional.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">\u200bO que acontece agora?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bOs servidores que ocupavam esses cargos espec\u00edficos passar\u00e3o pelos tr\u00e2mites legais de desligamento ou realoca\u00e7\u00e3o, conforme previsto nas decis\u00f5es judiciais.
