O investimento, no valor de R$ 4 milh\u00f5es, foi feito em Letras Financeiras com vencimento longo, previsto apenas para 2034.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bA investiga\u00e7\u00e3o, sob relatoria do conselheiro Augustinho Zucchi, aponta que o Comit\u00ea de Investimentos da Funprev aprovou a opera\u00e7\u00e3o em mar\u00e7o de 2024, mesmo com o ativo apresentando uma nota de classifica\u00e7\u00e3o de risco (rating) inferior \u00e0 exigida pela pr\u00f3pria pol\u00edtica interna do regime de previd\u00eancia. Enquanto o manual do munic\u00edpio exigia pap\u00e9is com nota m\u00ednima &#8220;BBB+&#8221;, o investimento foi feito em t\u00edtulos &#8220;BBB&#8221;, considerados de maior risco.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bContexto de crise e liquida\u00e7\u00e3o<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bO caso ganha contornos de urg\u00eancia ap\u00f3s o Banco Central decretar a liquida\u00e7\u00e3o do Banco Master em novembro de 2025. Diferente de investimentos comuns como a poupan\u00e7a ou o CDB (at\u00e9 o limite de R$ 250 mil), as Letras Financeiras adquiridas pela previd\u00eancia de Imbituva n\u00e3o possuem garantia do Fundo Garantidor de Cr\u00e9ditos (FGC). Isso significa que, com a quebra do banco, o munic\u00edpio entra na fila de credores, com chances incertas de recupera\u00e7\u00e3o total do montante.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bDesdobramentos e irregularidades apontadas<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bDe acordo com o relat\u00f3rio da Coordenadoria de Acompanhamento de Atos de Gest\u00e3o (CAGE) do TCE-PR, foram identificadas as seguintes falhas:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u200b<strong>Descumprimento da Pol\u00edtica de Investimentos:<\/strong> Aporte em ativos com risco acima do permitido.<\/li>\n\n\n\n<li>\u200b<strong>Aus\u00eancia de An\u00e1lise Formal:<\/strong> N\u00e3o foi apresentada documenta\u00e7\u00e3o que comprovasse a an\u00e1lise t\u00e9cnica pr\u00e9via sobre a sa\u00fade financeira do banco emissor.<\/li>\n\n\n\n<li>\u200b<strong>Exposi\u00e7\u00e3o Desnecess\u00e1ria:<\/strong> A busca por uma rentabilidade ligeiramente maior teria levado os gestores a negligenciar a seguran\u00e7a do fundo que paga aposentadorias e pens\u00f5es.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bCen\u00e1rio nacional e Pol\u00edcia Federal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bImbituva n\u00e3o \u00e9 um caso isolado. A Pol\u00edcia Federal e o Minist\u00e9rio da Previd\u00eancia acompanham com lupa o &#8220;rombo do Master&#8221;, que atinge cerca de 18 regimes pr\u00f3prios de previd\u00eancia (RPPS) em todo o pa\u00eds, somando quase R$ 2 bilh\u00f5es em aplica\u00e7\u00f5es de risco. Recentemente, a Opera\u00e7\u00e3o &#8220;Barco de Papel&#8221; da PF mirou a Rioprevid\u00eancia, que aplicou quase R$ 1 bilh\u00e3o na mesma institui\u00e7\u00e3o, investigando crimes de gest\u00e3o fraudulenta e desvio de recursos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u200bSe as irregularidades em Imbituva forem confirmadas, os gestores respons\u00e1veis pelo Funprev poder\u00e3o sofrer san\u00e7\u00f5es administrativas, multas e a obriga\u00e7\u00e3o de ressarcir o er\u00e1rio pelos eventuais preju\u00edzos causados \u00e0 previd\u00eancia dos servidores municipais.
